This PR

adds iobroker adapter-dev and command npm run translate
updates @alcalzone/release-script
adds nodjs 16 as minimum required node release (required due to iusing adapter-core 3.x.x)

Sorry, I had to do the changes manually, after the updates from depandabot the merge did not work any more. But: All changes are in my files. Thanks!
