feat: added hostNetwork functionality for etcd-defrag CronJob #1028

Added the functionality of hostNetwork to the etcd-defrag CronJob When configured as true this allows the CronJob to to use the host network, enabling the CronJob to reach external etcd instances.

Helm-Chart functionality was tested. README from development was followed.
