Update to .NET Core 2.1 #22

This was done in 33c2d36471, but some tests failed, so I wasn't 100% sure that it actually works.

The next build (with the changes) did work, so the failed tests in the broken build must have been some temporary error. --> update to .NET Core 2.1 is finished
