This is intended behaviour, rotoblin_melee_penalty x adds x penalty after your
melee swing. So for example if you put it on 0 then there is no penalty, if you
put it on 1 then you can melee 4 times before the first penalty arrives (which
is at 4), if you put it on 2 you get exactly 2, put it on 3 and you still get 2
and if you put it on 4 then you only get 1 swing off before CD kicks in.
