Draft datapackage description

Let's start to draft a document that describes the content of the dataset. The https://framework.frictionlessdata.io/ datapackage for tabluar data is a pretty neat way to do it in the form of a .yaml file. You can see an example here https://github.com/mjacqu/glenglat/blob/main/datapackage.yaml, though yours will be much simpler and contain only one resource, since there is only one table. For each field, include at least: name, description, and type

I think we will keep one table with everything in it because it is actually not so overwhelming for the reader to have all info in one table as it is now, plus it make the information retrieval easier for the reader.
