Enhancement request 'citep/citet' behaviors

I hope that the next version of the class will allow \citep and \citet type 
behavior in references.  Specifically,

\citep: Show parenthetical citation.  If it is the first use of this citation, 
also add a sidenote with the full citation

\citet: Add a sidenote citation.  If it is the first use of this citation, use 
the full citation.  If not, use the same short form that would be shown in the 
\citep parenthetical

It would be fine if the biblatex equivalents were used.

In my tufte latex thesis I am using \citep to generate IEEE standard bracket 
numbered references per chapter.

Something like this:

[1] E. W. Kimbark, Direct current transmission. Wiley-Interscience, 1971, vol. 
1, iSBN: 9780471475804.

[2] J. Arrillaga, Y. Liu, and N. Watson, Flexible Power Transmission: The HVDC 
Options. Wiley, 2007, iSBN:
9780470511855. 

etc...
