Horizontal scroll from mouse in ST and MT Elements #9

Current Behavior

No way to use the mouse scroll wheel to move horizontally along the timeline.

Desired Behavior

Shift scroll or ctrl/cmd scroll to scroll horizontally. Normal scroll does vertical scrolling.
