using a few popular tidyverse packages as examples, it seems like the standard for the URL field is now the package's website and the package's github repo.
e.g. https://github.com/tidyverse/dplyr/blob/master/DESCRIPTION#L14 https://github.com/tidyverse/tidyr/blob/master/DESCRIPTION#L25-L26 https://github.com/tidyverse/ggplot2/blob/master/DESCRIPTION#L52
making a PR to change ours to:
