It would be very nice if it was included as an option in the panel. 
A similar applet is included in the gnome-panel: 
http://themactep.com/beats/gnome/ if that helps.

I wonder, why anyone would need this.

For the people who hear about the Swatch Internet Time for the first time, just

Well I regularly use it to keep track of my own time, that is, when I'm not at 
work.
But I confess that perhaps not that many people would find it useful if they 
haven't used it before. But that doesn't mean that there are no user base for 
it.
