Replace queries to all Slurm clusters with queries to Slurm federation. #82

Avoids issues for Slurm clusters that are not configured with clusters.

Tested on Gaea with successful tracking of jobs submitted to multiple clusters. Tested on AWS Parallel Cluster where no cluster is configured. Tested on Orion where one cluster is configured.
