Bug in irradiance calculation with tilted surfaces #39

Soemthing is off with tilted surfaces , at least in Singapore weather file. For Zurich weather file this didn't seem to happen. Early guess: something to do with the timezone adaptation?

azimuth 180, peak >6k W/m2... cant be

azimuth 0, peak >1.7k W/m2... also cant be

another potential problem: overestimating East??

for documentation: for some reason, the irradiation spikes (only?) mostly occurred in morning hours. that's why East had such high irradiation on the figure above. Also, only happened on southern hemisphere (at least for the locations tested: vietnam, south africa, Singapore), and never happened in northern locations (switzerland, finland,...)
