Add permalink for individual jobs #4

This will make them more easily shareable, we can add twitter links and that sort of thing, and search engines can index them.

Something like https://civicjobs.nyc/job/:jobid

We can either recreate the full job page from the data, OR just embed the official job posting in an iframe
