What's the rebuttal on this? The good outweighs the bad? It's just FUD until it happens?
Don't mean to bikeshed on this or derail your attempts :) but it depends on the audience perhaps? There's negative effects that can occur from open data (I wonder to what extent will open data will exacerbate economic inequality if it's primarily used by entrenched, moneyed interests whose ethos/guiding principles to further the greater good of the community are different than most people's principles) but I think that the good outweighs the bad.
Are there documented examples of open data being used for nefarious purposes (e.g. it's FUD until it happens)? People's real estate property information being used by stalkers (I don't know of any document examples of this, but a possibility)
excuses that I've heard: the data will be used for nefarious purposes like: scrap thieves will know which houses are now foreclosed and empty, and go to them to strip them of items
