"Disable CEH" as default setting for all new users

As an Event Administrator or Booth Owner

• responsible for a large number of representatives, and
• not using the CEH features, and

I want to:

• Have all new users in the account have a default permission/setting of "Disable CEH".

This will allow me to:

• Not have to continue to respond to representatives' questions like, "why don't any candidates show up in the Candidate Engagement Hub?", and
• Not have to remember to go to the #!accountUsers tab and take the "Disable CEH Access" or each new user account, and
• Improve the overall experience of my representatives.
