Tabs break when a sub-section is added to the tabbable column #37

When a sub-section is added to a column that is tabbable enabled, it breaks the tabbed behavior.

Allow for sub-sections to be added to a tabbable column and don't add it to the tab component.

Only target panels that are explicitly in the column that are defined tabbable.
