Update for all patch & minor package upgrades
Update Gatsby to v4
- Switch from gatsby-plugin-emotion to @emotion/babel-plugin
- Upgrade Storybook to webpack5
- Remove patch-package
Update other packages
- Except linting-related
Update lint-related packages
- Fix lint errors

@winkerVSbecks — Any ideas on the CircleCI build error? That's inscrutable to me...

@kylegach did it just run out of CPUs? Try adding GATSBY_CPU_COUNT=1 to the build command in circle config

The chevron is missing in the language dropdown. I think the icon might have been renamed cause it's rendering the svg but no path
