Current Behaviour

When the cultists are killed, none of the quest events occur.

Expected Blizzlike Behaviour

When the Shadomoon Soulstealers aggro, I believe waves of enemies begin spawning. When they die, Shadowlord Deathwail descends and becomes targetable.

2. kill Shadowmoon Soulstealers

It does appear it was mentioned in the comments on that issue, but that issue itself is not about the regression making the quest incompletable.
