Remove spurious "Error fetching signals" message #43

If our check of the background page's siteinfo cache failed, and the subsequent recheck succeeded but no alerts were present (e.g. a visit to a previously-visited top-site like "Google.com"), a spurious "Error fetching signals" notice would be shown to the user.
