My proposal, is to give the opportunity to the user reporting the site, to provide the category he think it might be related within the four main categories of fraud related websites.

But there is a fourth underestimated category of fraud related websites: counterfeit-related, (Ref: http://blog.emiliocasbas.net/2019/09/how-easy-google-product-is-being-misuse.html) which, recently based on the DHS, this fraud is posing as a national security threat for US.
