Add pgadmin

I am using pgadmin as a tool for database debugging, it allows me to visualize polygons, points and execute any sql requests.

• Should we add pgadmin in the first place?
• Where we should place it? In separate config or in docker-compose.override.yml?

Problem solved. Latest pgadmin is working fine with WSL2
