Determine how to authorize CBO Referral App to write into Social Care Hub (Azure Health Data Services). Ideal will be to keep SMART on FHIR. If this is not possible, determine alternatives. For Dec 2023 MVP, we need to take the path of least resistance.

Please also research Azure AD limitations for authorization.
