Set up a second Azure AD for develop

We should have 2 Azure AD within the AC LEAP resource group:

• Staging (always live) - accessible to non-tech project teams and AC folks preparing training materials.
• Develop (free to be used by Sravan locally)

At a later point, we need to set up a third:

• Production (always live) - accessible to CH users with real data.
