Add filters subprovider #23

Filters subprovider is needed to properly work with stateless nodes.

After accepting this pull request remember to update sdk version in the explorer.

Looks like this PR was not passing the Unit tests because it didn't include a recent fix merged to master so I rebased it then pushed up the changes and now it's working. Please always ensure when you submit a feature branch that you have pulled the latest changes from master and that it's passing all the unit tests in CircleCI, as we won't merge any branch that is not passing those tests.
