Duplicate trackedID in tracked list #14

When tracked list loaded, there is duplicate trackedID in tracked list panel.

Tracked list panel call getTrackedsByTracker, which will combine two list of 
tracked
in staff and manage relation ship associate with tracker.
Duplication happen when a tracked have both staff and mange relation with a 
tracker
(one from staff table, and one from manage table).

This issue will be fixed in next release.
