Repair time to short #405

Game version: open-ig-0.94.370

Repair time is way to short.

DOS IG:

10% in 19 seconds

Open IG:

10% in 4 Seconds

I'm pretty sure it wasn't always that fast. A connection to the increased fps?

Repair fixes like 200 cr / step at a cost of 50 cr / step. (step = 10 ingame 
minutes)

DOS IG seems to fix 20 cr / step at a cost of 11 cr / step. Or it might fix 
0.5% per step (i.e., independent of the building cost).

Could you please check the other damaged buildings?

I've tried it just now. 10mins/step 

Nuclear power plant (8000credits), 24 steps (4 hours) = 30% repaired which is 
100 credits / step.

Hard difficulty.

I checked radar, nuclear power plant, chirch and police station on normal 
difficulty.

All use 11cr per 10 min gametime.

But they differ in their repair time:

Radar: 1% / 20 min
Nuclear: 1% / 80 min
Church: 1% / 30 min

Policestation is strange: It's 1% / 80 min but seems to change after reaching 
62% to 1% / 160 min

Maybe I did something wrong. Have to check again later.

Police station solved :)

It starts at63 percent these are no "full" 63 percent.

So: Police station 1% / 160min

Thanks, no need for additional values. It seems the repair time is not 
proportional to the cost, but proportional to a separate hitpoint value, i.e., 
Church has 50% more HP than Radar.

Anyway, if this doesn't pose any gameplay issues, I'd like to keep the current 
fast method.

Please no.
Damaged buildings are no real problem any more that way. And it totally ruins 
the mood if a large building is beeing repaird within a few hours. 
I mean, if you need a fast repair there is always the possibility of the fast 
forward button. 

Additionally it makes sense that buildings with more hp need more time. Think 
about Command & Conquer.

And you are removing a tactical aspect of ground combat. I hope SOMEDAY your 
tank AI will attack buildings. Then it's painfull to see the slow repair of a 
nucelar power plant. But hey, it helped you to distract the enemy (remeber my 
post about AI request).

Don't make this game to simple. Please. Rembember. There is already a way of 
speeding up the repair process...it's the fast forward button.
