Fire brigade seems to repair damaged buildings during combat, but no repair 
speed is known yet. It seems a bit illogical since why would they risk 
themselves during battle. This could be a bug in the original.

i don´t think so

in the original this allow you to progress and resist alien attack if you 
created a well defense around a fire brigade and a energy plant (nuclear, 
fusion or solar)... and sometimes you loss the planet cause the power of alien 
ground force (sullep had a tank with a megacannon, and darlangs and dribs a 
tank with autorepair during battle)
