Dargslans locked in their own space? #593

Hi,

I just checked out what the AI is doing over the course of the main campaign. 
I've just noticed that the Dargslan have a red frame around their space that 
they cannot leave. In the original they could attack the Ychom at least at Rank 
4. 
I vaguely remember from the original that starting from Rank 3 all other 
empires would develop a lot. Not 100% sure though. I do remember that, usually, 
the Dargslan found me, not the other way around. :)
Back in the day I usually advanced to Rank 5 once the Dargslan started taking 
Ychom planets.

The Dargslan are currently held back for 28 days so let you colonize the 
requested amount of planets. Beyond that, they will eventually attack you.

Checked this again today. Looks like everything is working as intended. Makes 
sense to give the player a little grace period.
