I had the same problem, I played on medium, and by the time I was supposed to
kill Garthogs, they had a huge fleet that would attack my orbital factory
planet, and when i tried to attack their planet, they had incredible
defenses... the most annoying was the ground defense, I did not have enough
planets to research rocket launcher tanks, and so it was impossible to take
their planet with one fleet (24 tanks)... in fact it took 3 fleets (72 medium
tanks) to take them out... and it took forever to build that many battleships
and tanks :(

It seems the campaign script needs to prevent military buildup during level 1
and 2 and perhaps even slow down the population growth as well.

Perhaps this is already the case with a slower growth, but I would also suggest
making a couple of the closer or higher numbered Garthog planets easy to
takeover, and the further Garthog planets have stronger defenses, for a better
game progression. Taking a couple of their planets would then let you build
the rocket launder tanks too for the stronger planets.
