Enhancement - manually setting population number #852

I would like to be able to set the population of a planet with a cheat. 
Currently if colonize a planet then use cheats to build a complex colony, I 
have to turn off many buildings and wait for the natural population growth.

The difficult life of cheaters...

I'm running out of keyboard shortcuts so most likely I'll introduce a cheat 
menu in some future versions. I'll add this as well.
