Some or most achievements shouldn't be awarded in skirmish games #870

For example, Millionaire, E.T. exists, etc. comes up almost instantly if a 
skirmish is started.

The solution could be to specify if an achievement may be awarded in either the 
campaign or in skirmish.

Later on, I'd like to split global and campaign specific achievements 
completely in the code, so modders could specify their own achievements and 
limit them to their own campaign if necessary.
