Putting randomly unwanted units for production issue #907

What steps will reproduce the problem?
I wish I know :(. I got this error twice and unfortunately I do not know how I 
could eliminate the issue.

See the attached video. I did not do anything regarding to production. There  
has not been any unit in production yet.

Maybe it is connected to the "MI felügyelt" menu. When that menu was turned 
off, the issue has gone, but when it was turned on again, the issue has come 
back.

Is it really an issue? This is weird for me.

AI managed planets equip themselves with tanks, fighters and space bases which 
require production. You can turn this off in the options under "AI managed 
planets may produce".

Could you please put some information about this somewhere in the game and/or 
on the wiki? The tax rate, building constructing/updating are logic but this 
surprises me.
