SF Belt Line switchlist should print an informative message when no pages would be printed #20

Create a layout where cars only go from one yard to another.
Generate a train going between the yards.
Try generating a SF Belt Line switchlist for that train; it'll be empty because 
no cars are being dumped in intermediate locations.
Printing *something* on the switchlist pages would be more helpful than just 
showing a blank page.
