Test that new place names do not have commas. #4

The "train stops" field in the file uses string names of places separated by 
commas to name the places where a train stops.  Either commas in place names 
should not be allowed, or the commas should be escaped.

r274 fixes the code so that comma names are supported in SwitchList place names.
