This PR open sources pygrametl's existing set of unit tests and adds a GitHub Action that run them when a PR is opened and when commits are pushed to the master branch. @chrthomsen, due to the size of this PR, please fix issues with it that does not require discussion by simply pushing new commits to the branch instead of adding comments.
