aiocoap-fileserver is a useful tool for SUIT deployments, and aiocoap-rd and aiocoap-proxy are possibly less mature than the file server.

At the very least, the aiocoap-fileserver should be a valid entry point; probably, the tools should be split out.

fileserver has been moved in with tools.

Packaging them independently seems to be quite a hassle (having two PyPI packages from one source), not sure how that's best done.
