Upgrade CI #102

This PR upgrades CI setup in the following way:

Fixes HLint job. See:
- https://github.com/haskell/actions/issues/128
Upgrades HLint from 3.2.7 to 3.5
Upgrades GHC version 9.2.4 -> 9.2.5 and 9.4.2 -> 9.4.4
Upgrades stack from 2.7.5 to 2.9.3
Upgrades stack resolver to lts-20.5
Build less on CI
