fix https://github.com/chtof/chocolatey-packages/issues/90 and add /DesktopShortcut option to create desktop shortcut

This option has been added to the ChocolateyInstall.ps1 script and will be available in the next released Chocolatey package for steascree. I have done some changes to keep the binary embedded in the Chocolatey package. Thank you.

@chtof hi! sorry to bother you, but, it there an ETA when new you release new package version of steascree to chocolatey repo?
