Phone numbers are not restricted correctly #4

I am able to provide a phone number that starts with 0 which is problematic in a Singapore context. Some restrictions beyond just checking for 3 digits should be present when checking for the phone number.

Team's Response

There is no specification in the user guide or developer guide that this app is only for a Singapore context. If this is used in other countries there are cases where the phone numbers started with 0.
