[Draft-🚀] Update project and template to allow for latest version of python #7

🚀 Feature Request

Need to think through more about where this would apply. As for the template project itself, I would want to run it with the latest version of python (3.10) since I want the latest features As for the project generated from the template I would also like it to use the latest version of python.

More Work: But for how many different version of python the project should support, how do I do this
