Added translation for Interlingua #24

Since we already have Esperanto (one auxillary language), I've added Interlingua (another auxillary language).

@dustinkredmond Thank you very much for the translation! Would it be possible to add the Interlingua support to wttr.in too? We have Esperanto there too

@chubin Certainly, I'll take a look at the wttr.in repo when I get some free time this afternoon.

EDIT: @chubin I've submitted Pull Request #416 in wttr.in repo with the Interlingua translation.
