Negative qualities do not cap at 25 #20

What steps will reproduce the problem?
1. Add negative qualities totaling over 25 Karma

What is the expected output? What do you see instead?
Karma caps at 25 unless a house rule allows for more than 25

What version of the product are you using? On what operating system?
0.0.5.139, Wine on Linux

Please provide any additional information below.
Take the following:

Bad Luck
Distinctive Style
SINner (Corp Limited)

Totals 32 karma.  We know that 7 karma cannot be spent, but Chummer will allow 
the expenditure.
