Courses should have optional automatic state change mechanism that could define 
f.ex. the following situations:

- Setting course state to defined (finished) when course is over (specified end 
date is passed)
- Setting course state to defined (full) when course has reached maximum number 
of participants
- Setting course state to defined (enrolment finished) when enrolment time for 
course is passed
