Don't write ref_value > 10 bases to database. #655

This might be a little low; there might be freebayes cases with > 10.... But not sure what the cutoff should be. There are deletions in Tenaillon found by freebayes that are as long as 20 or 30, I think.

Our UI doesn't do well with anything above 10 so that was my thinking there. For alts we'll need a slightly more clever solution, but for refs I was thinking this should be okay?
