Need to be more stringent when calling deletions using low coverage

Running ./scripts/bootstrap_data.py full --sv and then using the ui to run contig assembly on the sv testing project will generate 8303 contigs, of which most appear to be false positives. That dataset is pretty low coverage so a few reads occurs by chance quite often.
