docker and nvidia-docker appear to work with this new build. needed … #4

…to fix some file permissions in for nvidia-docker and give ubuntu permission to use docker. see the install_docker.sh and install_nvidia_docker.sh for details. AMI us-east-1: ami-e79493f1 seems to be a working version but more tests could be run
