Error when saving a shipment to a Company with no Contacts

What steps will reproduce the problem?
1. Create a Company with an Address,  but no Contacts
2. Schedule a shipment to this company (the Recipient Contact drop-down
list will be disabled)
3. Attempt to save the shipment.

What is the expected output? What do you see instead?
You should receive a message that Recipient Contact is required.

Instead you get an AJAX error:
MySqli Error: Column 'to_contact_id' cannot be null
