Noetic version #12

The original champ_setup_assistant works on ROS1 Kinetic and Melodic. So I created Noetic version of it, and fixed some crashes when the original champ_setup_assistant runs on Melodic.

Dear Author Juan, Could you please verify the validity of the output files?
