Adding slurmdbd #1

Before I go ahead and try to add slurmdbd, do you have any thoughts or suggestions on how I should go about it?

Looking deeper, I also need to add support for handling the head node with the 'slurmctld' service.

Apologies, I'm not maintaining this any more (and I'd use Ansible these days anyhow)
