Implementation of `RLPower`

RL PoWER algorithm is implemented in C++ as a learner for robot locomotion tasks. It uses Brain.h interface and the implementation can:

• [x] Generate of splines and policies based on the number of motors
• [x] Create a population of policies
• [x] Evaluate a policy for speed performance
• [x] Generate a new generation based on the previous solutions The implementation lack:
• [ ] Passing of parameters to the constructor
• [ ] Work with other forms of controllers apart from splines
