Add description in the ci_reporter tasks so that rake -T can show them #112

After installing and following the instructions, run "rake -T". It doesn't show rake ci:setup:* tasks, however running "rake -P" displays them. The reason why I'm logging this bug is it is not intuitive as one might think it is not installed correctly.

We are in the process of cleaning out old issues. If this issue still applies to this version, please let us know, otherwise we're going to close this issue to focus on current problems. Thanks for your report!
